100% correct. Tom Payned, you've no idea how much i prefer a more eloquent statement, such as your own. i'm crude and blunt, myself. I'm impressed, and I thank you for your analysis.

The municipality I worked for is in the northeast corner of Texas, and it's quite small. I spent 20 years in communications alone, 10 years on the street simultaneous with the radio. . .gave up street duty at the request of my (now) ex-wife. At the time we had no reserves, and the Chief of that time felt the Communications Supervisor should be a sworn Peace Officer. The town was rather rowdy back in those days. . .

To get back on-subject: our system does work, when the rules are followed, with no interference.

It's what's happened since 911 that has continued to worry me. The present Administration has continued that trend by retaining some policies of the last Administration (torture, etc) while adding new ones (assassination of American citizens without trial). The move to alter Miranda rights is another overreaction, like so many things done since 911. It smacks of Ashcroft, and--worse--Gonzalez.

I also wish people were more educated about this country and what it really is. I fear that being somatized by mass media and disinformation by the government precludes education. Many people are too busy working and don't have the time; others don't care. My own education is incomplete, yet I'd submit only a curious, devoted few have that interest.
