in my ignorant opinion, 'no boots' basically means 'no regular infantry'; i.e., grunts. one may take it as a given (mebbe a 90% probabilit­y) that we have covert intel personnel performing ops, as well as mebbe a few Special Forces missions, the latter in training if not actually performing missions. 'advisors'­? of course i agree.
